Our house is on a finger canal. Does the seawall have anything to do with indoor water?

Indirectly, yes. A failing or overtopped seawall raises the water table in the yard behind it, and saturated ground pushes water toward any path it can find, including the slab edge and old utility penetrations. It rarely floods a house on its own. What it does is keep the ground wet enough that a small drainage problem at the threshold becomes a wet floor after every heavy rain.

Is terrazzo ruined by standing water?

Usually not. Terrazzo itself is cement and stone, and it tolerates water far better than wood or laminate.
